USDA history also says the United States was free of indigenous screwworms by 1966.
New Plants, New Capacity
USDA says the current plan depends on building and repairing enough production capacity to flood the field with sterile flies. Its screwworm facility page says a new Texas plant is expected to produce 300 million flies per week. The same page says the Metapa, Mexico facility is being renovated for 60 million to 100 million flies weekly, while the Panama facility continues to supply about 100 million per week. That scale is the whole point of the campaign.
USDA also announced the opening of a sterile fly dispersal facility in Tampico, Mexico, in November 2025. The agency says Moore Air Force Base in Edinburg, Texas, is complete and can disperse 100 million sterile flies each week. Those steps matter because the fight is not won at a press conference. It is won when flies are produced, moved, and released often enough to outpace the pest.
Why Supporters Are Cautious
Even supporters admit the timeline is slow. USDA Secretary Brooke Rollins has said meaningful results are more than a year away, which means the country is still in the gap between construction and full output. The same federal materials say USDA is spending $21 million to renovate the Metapa site and working with Mexico’s National Service of Health, Food Safety and Food Quality to build a permanent dispersal facility in Tuxtla Gutiérrez. The work is real, but it is not finished.

That delay matters because a parasite does not wait for bureaucracy. The research package says federal officials have warned about uncertainty over the outbreak’s spread and origin. It also notes that wild hogs and deer may serve as reservoirs, which would make a livestock-only response less effective. Ranchers still face the old burden of close inspection, and the border closure on Mexican cattle does not stop fly movement or wildlife spread.
What Conservatives Should Watch
The strongest argument for the new program is that it uses a tested tool instead of endless theory. The weakest point is time. If sterile fly production ramps up too slowly, the nation could face more losses while agencies build out the system. That is why the new plants in Texas, Mexico, and Panama deserve close attention. They must deliver real output, not just promises, if the country is going to protect cattle and restore confidence.
